Ukraine: EU-Brokered “Deal” followed by Impeachment Bill in Parliament

nsnbc : Ukraine’s President Victor Yanokovich and opposition leaders signed an EU-brokered agreement on ending the political crisis and the violence in the country. The EU-brokered "deal” was followed, shortly after, by the introduction of an impeachment bill against President Yanukovich in parliament. As the violence continues, the situation in the country is so volatile, that it is impossible to forecast developments other than on an hourly basis.
ukraine_kiev_amnesty_2The Ukrainian opposition was, among others, represented by the leader of the UDAR party, Vitaly Klitschko, the head of the Batkivshchyna party, Arseniy Yatsenyuk, and the leader of the ultra nationalist Svoboda party, Oleg Tyagnibok. The agreement was brokered with the participation of the Foreign Minister of Poland, Radoslaw Sikorski, German Foreign Minister Frank-Walter Steinmeier, and the Director at the Continental Europe Department of the French Foreign Ministry, Eric Fournier.
The Russian Human Rights Commissioner Vladimir Lukin, who was present at the negotiations, has been quoted as saying that he noted the positive dynamic of the talks. The direct involvement of the top-EU diplomats in the internal affairs of a sovereign country, under duress, however, could represent the establishment dangerous precedence because there is ample evidence to prove that core EU/NATO members have been involved in both creating and managing the crisis for geopolitical reasons.

Earlier on Friday, before the signing of the "deal”, President Yanukovich announced early presidential elections and the return to the 2004 constitution, which limits presidential powers and widens the authority of the parliament. The restoration of the 2004 constitution, which was a result of the Western-imposed "Orange Revolution”, was adopted by 386 Members of parliament. President Yanukovich announced that a national unity government would be created.

The German Foreign Minister Frank-Walter Steinmeier confirmed that the "deal” contained these points. The agreement leaves 48 hours for restoring and ratifying the 2004 constitution, after which a national unity government is meant to be formed within 10 days. The agreement stipulates that after the restoration of the constitution, parliamentary elections must be held no later than September, and presidential elections must be held until December. President Yatsenyuk confirmed that the early presidential elections would be held between September and December.

The EU-brokered "deal” also stipulated an investigation in the "recent acts of violence” committed during the anti-government riots. No state of emergency will be imposed on the country, and the government will adopt an amnesty that covers "the same range of illegal actions as the February 17 2014 law”. The text of the agreement reads:

    "Both parties will undertake serious efforts to normalize life in the cities and villages by withdrawing from administrative and public buildings and unblocking streets, city parks and squares”.

The parliament voted on Friday for an unconditional amnesty for all who have been detained or who might face possible prosecution due to the "unrest”. It is uncertain whether this "unconditional” amnesty also includes the premeditated murder of civilians as well as police officers by snipers. Also in this regard, the EU-brokered "deal” would be setting a very dangerous precedent.

The deal stipulates that all illegal weapons should be handed over to the Interior Ministry within 24 hours. After the 24 hours have expired, all cases of illegal carrying and storage of weapons will be prosecuted under Ukrainian law.

The final article of the deal, urges all forces on both sides of the conflict to refrain from confrontation and that law enforcement should exclusively be used for the physical protection of public buildings.

According to latest reports, an impeachment bill against President Victor Yanokovich has been introduced in parliament after the EU-brokered deal was signed. Violence in Maidan Square in the Ukrainian capital continues and it is uncertain whether the Rioters will be following the stipulations of the deal and hand in their illegal firearms to the Interior Ministry.
